February 7, 2005, SNCA meeting with Steve Fiore-Rosenfeld

At a meeting in Town Councilman Steve Fiore-Rosenfeld office on February 7, 2005, representatives from the SNCA were informed of the steps in process regarding the subdivision of Spy Coast Farm on Brewster Lane. Our councilman coordinated the meeting and invited representatives from the Town Planning Department and his administrator to be present..

At this time Mr. and Mrs. Lourie want to subdivide the Spy Coast Farm property into two A-1 size building lots and the remaining significantly larger third parcel. It is this larger parcel that they want to change the zoning on from the present A-1 residential to a new Horse Farm Residence District. There are four steps in the process to accomplish these changes and develop the property. Each step has a public hearing. A notice of the hearing dates will be placed in the public hearing section of the newspaper and on www.brookhaven.org calendar legal notice section. Hearings before the Planning Board and Zoning Board of Appeals will also be posted directly on the property. There will be no posting on the property for the Town Board meeting. The Horse Farm Residence District is Article XV HF of the Brookhaven Town Code found at www.brookhaven.org or a codebook, Emma S. Clark Library has one at the reference desk. The four steps are as follows:

  1. Land Division. A request for the subdivision of the property is made to the planning board; the meeting is open to the public. No date has been set as of 02/07/05.
  2. Variance Request. Variances for road frontage will be needed for the 2 building lots from the Zoning Board of Appeals, meeting open to the public. No date has been set as of 02/07/05.
  3. Zoning Change. Request of change of zoning from A-1 Residential to Horse Farm Residence District made at a Town Board meeting, open to the public. The Town Supervisor and the Town Council vote on it. It is on the agenda for the town meeting to be held March 3, 2005 6:30 pm @ town hall as of 02/07/05.
  4. Site Plan review. Process of reviewing the site plan, including buildings and structures, corals, runs, tracks, as well as setbacks, screening, or fencing for any buildings or structures located on the premises is done by the Planning Board. A public hearing is held. No date has been set as of 02/07/05.
All comments/concerns should be made in writing, prior to the public hearings/meetings and directed to all of the following authorities: Town Supervisor John Jay LaValle, Town Council (Steve Fiore-Rosenfeld, Councilman, 1st District), Town Planning Board, and the Zoning Board of Appeals @ One Independence Hill

At the meeting on February 7th we learned that our request for appropriate covenants expressed in our letter of January 11, 2005 to Town Supervisor John LaValle would not necessarily result in covenanting action by the Brookhaven Town Board. In addition welearned that environmental assessment of requested uses of the property is not automatic. It is very important if you have concerns to express them in a timely manner to the appropriate authorities and attend the public hearings. Statements from town residents, pro or con, can be made at town public hearings.
